    Welby had resigned as Archbishop of Canterbury the day before the survey, following the publication of a critical independent review led by Keith Makin into the Church of England’s handling of allegations of serious abuse by the late John Smyth. Welby was one of those criticized in the Makin Review for failing to pursue the allegations seriously enough once he had become aware of them.
